Creative Commons (CC) is an international non-profit organization that has created open Creative Commons licenses. In addition, CC supports individuals and communities around the world with technical, legal, and policy solutions that enable the sharing of education, culture, and science in the public interest.
The Creative Commons Finland chapter was originally established under Aalto University. Since the end of 2018, Creative Commons Finland has been operating under Open Knowledge Finland.
The current local director is Tarmo Toikkanen, and Finland’s representative in the Creative Commons Global Network has been Susanna Ånäs, who is also a member of the Creative Commons Global Network’s latest board of directors.

When Creative Commons launches its renewed strategy and revitalizes its global network in early 2025, the Finnish chapter will also begin a new phase.

What does Creative Commons do?
Creative Commons licenses
Creative Commons offers free and easy-to-use tools, such as CC licenses and public domain tools, that allow anyone to share their creative or academic work. They make it easy to grant permissions, ensure proper attribution, and allow others to copy, share, and use the work.
CC officially joined the Digital Public Goods Alliance in March 2024, and now CC’s legal tools are officially recognized as part of the Digital Public Goods Registry.

Creative Commons Certificates
The Creative Commons Certificate Program offers advanced courses on CC licensing and open practices. CC certification courses are offered to professionals in the open culture/GLAM sector, academic librarians, and teachers.

Open Culture Program
The Open Culture Program maintains the Open Culture Platform , which shares resources, promotes collaboration, and raises awareness among GLAM organizations (galleries, libraries, archives, and museums) about open access to digital cultural heritage.

Towards A Recommendation on Open Cultural Heritage (TAROCH)
The open culture program TAROCH initiative encourages UNESCO member states to adopt a recommendation that promotes open solutions for access to public cultural heritage while respecting different administrative frameworks. Organizations that support this mission are welcome to apply for membership.

Open Education Program
The Open Education Program promotes the use of open licensing and open licensing policies in education. Open educational resources (OER) are materials intended for teaching, learning, and research that are in the public domain or published under an open license.
Open Science Program
Creative Commons works with researchers, librarians, consortia, policymakers, and other stakeholders in scholarly communication to provide them with training and coaching on CC licenses.
Open preprints
The Open Preprints project promotes the use of the CC BY 4.0 license for preprints.
Open Climate Data
The Open Climate Data project facilitates the sharing of climate data through CC licenses, metadata, and database user interface practices.
Copyright Policy
The Creative Commons Copyright Platform is a platform where copyright activists and professionals can identify, plan, and coordinate actions related to copyright law and policy.
Strategy 2025–2028
Over the next few years, Creative Commons will focus on ensuring a strong and sustainable open sharing infrastructure and enabling a healthy and thriving creative community based on reciprocity and community spirit in the public interest.
The strategy for 2025–2028 is based on three interrelated objectives:
- Strengthen the open infrastructure of sharing
- Defend and advocate for a thriving creative commons
- Center community
